Gwin, Dobson & Foreman served as the civil engineering consultant for the new administrative office building complex for the Altoona Water Authority. Located on Chestnut Avenue and 9th Street in the City of Altoona, the $4.5 million project included the following design components:
- 23,240 SF, two story building for 433 maximum person occupancy
- Offices for administrative, planning, GIS, engineering, operations, accounting, billing, personnel and system management
- 55 total parking spaces on a 1.5 acre site with underground storm water management
- Steel frame, brick veneer with metal stud construction
- Landscaped “parklet” serving as a Veterans Memorial
- Designed for programmed expansion/additional conference space in basement
- Large multi-use conference room with sectional feature for small meetings and training
- Open landing overlooking the first floor entrances
- Circular stairway from first floor entrance
- Split system HVAC with multiple exterior condensers, centralized boilers, and multiple fan coil units for individual zone comfort control (Pyramid Engineers)
- Full fire protection and fire alarm system (Pyramid Engineers)
- Emergency generator provides power for critical incident response functions
GD&F designed all site/civil components, building foundations and structural components and certain architectural engineering elements. GD&F prepared contract documents and technical specifications, provided construction inspection and performed project management duties. The project architect was David Albright, A.I.A., Altoona, PA. Stephen Parks & Associates, Hollidaysburg, PA, was the landscape architect.
