Interstate 99 is an emerging development corridor connecting the Altoona and State College markets. The Altoona-Blair County Development Corporation (ABCD Corp), a regional economic planning agency, acquired a northern Blair County property and hired GD&F to design site infrastructure. The 55-acre property was designed with all necessary environmental and regulatory controls.
The project included the following elements:
- Planning and design of eight (8) lot, 55-acre light industrial/commercial development site
- Historical and archaeological resources survey including excavation, research and artifact avoidance to conform with PA Historic & Museum Commission standards
- Wetland delineation and mitigation plan including design of replacement wetlands according to the USCOE and PADEP joint permit requirements
- Traffic study and capacity analysis for adjacent highway system resulting in high capacity intersection, center turning lanes, signage and traffic signalization according to PennDOT standards
- Hydrologic and hydraulic study for design of site stormwater management, detention facility and storm sewers
- Design of highway drainage controls including (20 4×6 foot culverts and drainage channels according to PennDOT and local municipality standards
- Utility system design including UG water, fire protection, sanitary, wastewater pumping station, telecommunications, natural gas and electrical systems (with service lines to individual lots) according to utility company standards
- Design of 1,500-foot access high volume, local access road with drainage and curbing
- Property research, utility and drainage easements
GD&F provided complete planning, design and construction services. The completed project will provide needed space for new and emerging business in central Pennsylvania.
