JC-23 Replacement Over Sandy Creek, Fifth Street

JC-23, known locally as the “Fifth Street Bridge”, is in the Borough of Reynoldsville, Jefferson County. The existing bridge was a 157 foot, three-span bridge that was structurally deficient and functionally obsolete. A narrow curb-to-curb width of 17′-5?” and restrictive weight limit posting limited access to a nearby industrial park.

This rehabilitation project presented unique design challenges. Several Little League baseball fields, a high school football field, supermarket, sewage pumping station and Borough maintenance building surround the site. In addition, existing utilities at the site included underground gas, water and sewer, and overhead phone, cable, and electric.

GD&F designed the project to meet current PennDOT standards. The rehabilitated bridge will provide a curb-to-curb width of 28′-0″ and pedestrian upstream and downstream sides of the structure. The existing substructure elements (abutments and piers) were widened for the new P/C adjacent box beam superstructure.

Significant approach roadway work was designed to tie the new structure into the existing roadway alignment including sidewalks, curbs and drainage. A temporary walkway access bridge carrying pedestrian traffic over Sand Creek was also included.
