Glen Hope is a small, rural community along PA Route 53 in southern Clearfield County, where, for years, untreated wastewater was discharged to Clearfield Creek. In 1995, the Muddy Run Regional Authority, a multi-municipal sewage panel, hired Gwin, Dobson & Foreman, Inc. to do planning and design work for a wastewater and treatment facility collection system.
The project included the following features:
- Preparation of Act 537 sewage planning report
- Engineering, design and construction administration and inspection services
- 12,600 LF of 8"-10" sanitary sewer system, pumping station, two grinder pump systems and 2,740 LF of 2"-4" force main for 75 residential customers
- Design of 25,000 GPD activated sludge package wastewater treatment plant with equalization, aeration and settling tanks, ultraviolet channel disinfection system, process control system, aerobic sludge digestion, control building, laboratory, aeration blowers, and emergency generator
- Preparation of all permit applications, funding applications, progress reports and project management work
- Pennvest funded Glen Hope as a satellite project and separate from larger RUS funded regional project
Because of the tight project budget, GD&F, Inc. closely monitored costs and developed alternatives to save money. In fact, the quality of design resulted in few change orders during the project.
