Chester Hill Inflow/Infiltration Diagnostic Work & Sewer Replacement

In response to chronic sewer surcharging in its sewage collection system, Chester Hill Borough initiated a comprehensive sewer improvement program. Gwin, Dobson & Foreman, Inc. developed a corrective action plan including system diagnostics work and design of a sewer replacement project.

The project included the following work elements:

  • Development of a DEP-approved corrective action plan with milestone compliance schedule
  • Design of a sewer diagnostic program including internal TV inspection, smoke testing, dye testing and house inspections
  • Preparation of inflow/infiltration diagnostic report with recommendations
  • Design of 25,000 L.F. of 8"-12" diameter PVC sanitary sewer pipe and manhole replacement
  • Replacement of 4,000 L.F. of sewer laterals
  • Preparation of plans, rights-of-ways, specifications, contract documents and permit applications for sewer project
  • Construction management and Pennvest grant administration

The multi-year project resulted in a reduction in infiltration and inflow to the Philipsburg regional wastewater system. The project was completed within the compliance schedule. GD&F has been the Borough engineer since 1974.
