Henderson Avenue is the alternate route of U.S. 40 through the City of Cumberland. Improvements to this 1.1 mile urban arterial roadway were required to accommodate heavy traffic volumes. Gwin, Dobson & Foreman was selected by the City to provide topographic surveying, engineering design, permitting, bidding and construction consultation services. All work was done under the auspices of the City of Cumberland and coordinated with the Maryland State Highway Administration, Allegany County Soil Conservation District, Maryland Department of Environment and CSX Corporation.
The project included the following work elements:
- Milling and bituminous overlay of 1.1 miles of existing roadway
- Replacement of an existing water main with 2,400 ft. of 8″ ductile iron pipe including new water service lines, fire hydrants, air release valve and meter boxes
- Concrete sidewalk and curb replacement
- Drainage improvements
- ADA curb ramp upgrades, tripping hazard repairs and bicycle-safe inlet grate improvements
- Replacement of deteriorated inlets and manholes
- Concrete retaining wall and steel railing repairs along CSX railroad
- Installation of a new “Green Space” and parallel parking area
- Traffic signal detection upgrades at all signalized intersections
- Addition of roadway signage and pavement markings
- Phased Construction Traffic Control Plan
- Sedimentation and Erosion Control Plan
