JC-17 Sulgar Road Bridge Replacement Over Little Mill Creek

Client: Jefferson County Commissioners

Year Completed: 2010

Project Cost: $1,200,000

The JC-17 Bridge, locally known as the Sulgar Road Bridge, was a narrow substandard concrete arch bridge built in 1909. Gwin, Dobson & Foreman designed a replacement structure that complied with all state and local requirements.

GD&F designed a 50-foot single span, two-lane, pre-stressed concrete, spread box beam structure with a composite reinforced concrete deck. The structure was supported by new concrete abutments using spread footing and end bearing pile foundations.

The bridge location was altered to accommodate the natural stream alignment of Little Mill Creek. The vertical alignment was increased to allow more superstructure depth and waterway opening during flood conditions.

Due to an extended construction detour, GD&F designed a temporary crossing upstream of the existing bridge. This crossing maintained traffic and provided the contractor access across an environmentally sensitive area.

GD&F did all preliminary and final design engineering work including line and grade report; hydrology/hydraulics report; categorical exclusion report; type, size and location report; general permit application; subsurface investigation, foundation design and report; right-of-way plans; drawings; specifications; cost estimate; construction administration; and construction inspection.

All design and construction work was done under the auspices of PennDOT 10-0, Indiana, PA.
