Improvements to the intersection of Pleasant Valley Boulevard and County Road 102 were needed to support retail development along a main arterial highway in the City of Altoona. The Blair County Commissioners retained Gwin, Dobson & Foreman to design the intersection improvements according to PennDOT standards.
The project included the following:
- Widening of Pleasant Valley Boulevard.
- Addition of a signalized left turn lane.
- Revised traffic signal system and signage.
- Upgrades to shoulders and roadway including a bituminous overlay.
- Concrete curbing and drainage improvements.
- Three phased Traffic Control Plan for construction.
- Pavement marking improvements.
- Utility relocation, including extensive gas relocation.
- Preparing PennDOT construction and right-of-way plans.
GD&F provided topographic surveys, engineering design, permitting, right-of-way development, right-of-way acquisition and construction consultation for the project.
