In response to chronic sewer surcharging in its Westerly interceptor system, the Altoona Water Authority launched a comprehensive sewer improvement program. Gwin, Dobson & Foreman, Inc. developed a corrective action plan, performed system diagnostics and designed a sewer replacement project.
The project included the following work elements:
- Development of a PADEP approved corrective action plan with milestone compliance schedule
- Sewer system flow monitoring and hydraulic modeling (SewerCAD) in four (4) key subsystems
- With Authority personnel, sewer system diagnostic work to determine excessive inflow and infiltration that included internal TV inspection, smoke testing, dye testing, and house inspections
- Information was downloaded in the field with laptop computer, with digital photos and notices of violations processed in real time
- Preparation of I/I diagnostic report with recommendations
- Design of 17,500 LF of 15-36 inch diameter F-794 PVC pipe in the Garden Heights, Pleasant Valley Boulevard, 27th Street/Beale Avenue and Kissell Avenue/Colclesser Avenue areas
- Design of sewer system rehabilitation work including cured-in-place pipe lining and sectional spot repair
- Preparation of plans, specifications, permit applications and related documents for sewer replacement project
- Construction administration and inspection
The multi-year project resulted in abatement of sewer surcharge conditions and a reduction in infiltration and inflow (over 1 mgd) to the Westerly Altoona wastewater treatment facility. The project was completed under budget and within the compliance schedule time frame.
