Gwin, Dobson & Foreman, Inc. provided design, construction and inspection phase services for installation of a 12-inch waterline along Beaver Avenue (PA Route 26) in State College Borough. Using an aggressive schedule that involved multiple crews and night work, the project was successfully completed in a highly commercial and heavily traveled urban arterial environment. The project was also done according to PennDOT’s utility and roadway construction standards.
Major project features included:
- Installation of 2 miles of 12-inch ductile iron, restrained joint waterline. The project extended from Buckhout Street to East College Avenue on Beaver Avenue. Numerous interconnections of branch mains were done
- Installation of 100 AWWA C-515 gate valves, 12 fire hydrants, 100 water service connections and all required appurtenances
- Trench restoration consisting of reinforced concrete pavement (6,000 square yards)
- PennDOT and State College Borough Highway Occupancy approval for reinforced concrete roadway restoration, traffic control plans, traffic detours and night work
- Project timelines and scheduling to avoid conflicts with the Penn State University student population, PSU graduations, student move-ins/move-outs, PSU home football game weekends and the State College Summer Arts Festival
Through careful planning and coordination with the Water Authority, State College Borough, State College Downtown Business District and PennDOT, this waterline replacement project was successfully completed on-time and under budget.
